Finland's worst problem is the low level of development of ethics - both in understanding and noticing unethical behavior - but especially in operational ethics.
Finland has, as a Stockholm syndrome, internalized the self-important Russian meanness, evil and sadistic subjugating power for centuries, subjugated to Russia.
That it is self-important - without any other basis - to be mean and evil. That it is identifying with Russia to be something when one is mean and evil. Meanness is therefore a core identity issue of Finnishness - I am something only when I am mean.
Political, legal authority guidelines, civic behavior norms - to oppose everything that would promote good - only and only without regard for anything else - to be mean and evil - to hold on to its right to be mean - to destroy everything good. For which reason Finland is systematically destroying culture too - because there is too much good in it for too many people.
Finland and Finns are inherently Russian in their souls - incapable of operational benevolence - having lost their ability to even perceive what is ethically wrong.
Their highest self-worth is to be mean and evil - which is enough to be the reason for absolutely everything.
To be able to be only Finnish-Russian - mean.
Finns do not have selfishness as their highest value in the American way, but meanness - which is why Finland does not develop in any way - because self-important Russian meanness is enough to prevent everything good.
And the core of legal institutions is to maintain the core right of Finnishness to be mean - that is why they do not even try to eradicate meanness from the classroom, such as school bullying. Which is the Russianness of Finnish legal institutions.
